Much shorter answer: You cannot claim a spouse as a dependent. You can, however, receive an exemption for a spouse (whether the spouse has income or not) by filing a joint return - which is the same thing.
A spouse is never claimed as a dependent. File a married filing jointly tax return for both of you and you will receive the same tax benefits that you would have received had you been able to claim your spouse as a dependent.
