My W-2, in box 19, shows $263.95 withheld for local taxes. This withholding is not recognized in the PA state return as an offset to tax liability. Why?

Local taxes are not state taxes so you do not get any type of credit from the state for your local taxes withheld. Local taxes are filed separate through your local taxing authority.
