My state distribution amount is less than state tax withheld

If you are seeing this message with regard to a Form 1099-R and there is not an amount reported in box 16 for state distribution, but there is an amount reported in box 14 for state tax withholdings, then enter the amount shown in box 1 in box 16 to clear the error message.
