My Roth IRA contributions are on my W2 can I claim them on deductions still.

How are they listed on your W2?  You make IRA contributions outside of work.  Paycheck contributions would be for 401K plans or retirement pension plans.  Anyway ROTH Contributions are not deductible.

Code E is not an IRA but a 403(b) plan.  Only enter it from your W2 nowhere else.  See box 12 codes on the back of the W2 forms here.
