My husband receives pension money. He pays federal taxes on it. When we add it in, it makes us owe a major amount of money? Aren't pensions from 1099-r taxed differently?

The federal income taxes withheld from the pension income is only an estimate based on the gross distribution shown in box 1 of the Form 1099-R.

The taxable amount of the distribution is entered on your tax return as ordinary income and taxed at your current tax rate.  The federal taxes withheld are entered as a tax payment on Form 1040 Line 25b.
