LA does not tax retirement benefits from certain retirement systems. A number of them are Teachers Retirement Plans, all of which are based in LA.
This is not a blanket exemption - your benefits must come from one of the retirement systems listed below. If you had LA tax withheld by one of these plans, you may receive of refund of those taxes.

State Employees, Teachers, and Other Retirement Benefits Exclusion—Individuals receiving benefits from certain retirement systems listed below are allowed to exclude those benefits from their Louisiana tax-table income.
