I received a 2016 IRA Year-end Valuation (YEV) after I had filed my taxes.  Do I need to file an amendment to my taxes?  I did not have any withdrawals from the IRA.

No, you do not have to file an amended return. So long as you had no distributions (as you noted), this form is merely informational. Just place it in your tax file.
