If I didn't receive a 1099-C should I still claim the income from a cancelled debt?

I know the amount of the cancelled debt from a credit card company and the date that I settled with them was in late November.

It's best to wait until you receive the form.  If you haven't received the form before it's time to file your return, you can always amend the return later.  The concern is that your figure may not match what the lender reports on your tax form.
