I withdrew money from IRA and paid taxes at time of withdraw, I am than ask to enter value of all IRAs on 2017 this causes my return to chance from getting 900.00 to 130.  dollars back

You may not have had enough taxes withdrawn to cover the taxes actually due. Or. you took less than a required RMD.
