Do you mean you retired in 2019?  July 2020 has not happened yet.

A Roth IRA contribution only depends on you having compensation during the year for which the contribution is being made of an amount sufficient to cover the contribution and your modified AGI for the purpose being below a certain threshold based on your filing status.  Participation in an employer plan has no relevance to making a Roth IRA contribution.
