Here is how to enter your Refunds and Offsets-State/Local 1099-G:

1. Click the Federal Taxes Tab( Personal Tab in Home & Business)
2. Choose Wages & Income
3. Choose Explore on my own or I'll choose what to work on 
4. Scroll down to Other common Income
5. Click Start/Update next to State and Local Refunds ( 1099-G)
