I paid monthly taxes to Maryland on a pension from a commercial employer in another State. Should I get that money back and if so, how do I get a refund?

You will not get the money back if you are a resident of Maryland, not withstanding the pension exclusion in Maryland. Income you receive from sources outside of Maryland are taxable in Maryland if you are a resident of Maryland.
