Generally, the tax is paid by the estate, the administrator of the estate should file a PA inheritance tax return for the entire estate. However, each beneficiary is ultimately responsible for paying the tax. Whether the IRA is subject to the PA inheritance tax depends upon the age of the deceased. See this FAQ for details.
