I had 4 W2's in 2020 and overpaid social security tax by 8716.88, assuming social security limit is $8537 and I paid a total of $17,254. Why does turbotax say I owe 5k?

Assuming the W-2's entered were all from different employers with separate EIN's then your total tax payments, which include the excess SS taxes withheld, were not greater than you total tax liability, you have taxes owed.
