I got a Form 480.7C for a 401K I contributed to when I lived in PR. I moved back in 2017 and took the money out in 2018 (with tax withheld). How/where do I report this?

I did not move this money to a US 401K, as I was told this was unnecessary since I had tax withheld from the lump sum distribution. Do I need to report this on my taxes and where/how?

I contributed to IRA after filing return for 2023.Do i need to file 1040-X along with 8606 to report the IRA contribution as non-deductible ? Or only 8606 form is enough?
