No, if it is listed under income, it is not a part of your refund.
On your 1099-R form, the amount that is taxable is listed in box 2a.
If there is an amount in box 4, that is tax withheld, which could be part of your refund.
By the way, you can't use 2018 and 2019 1099-R forms in the same tax return. Only 2018 forms can go on a 2018 tax return and 2019 forms can go on a 2019 tax return.
