I cannot add 1099-R forms beyond 20 total

The limit is 20 Forms 1099-R. If need be, you can combine multiple Form 1099-R that show no tax withholding and differ only in the dollar amounts. They must have the same code in box 7 and the same marking of the IRA/SEP/SIMPLE box.
