...concerns TurboTax answer that I withheld less and got more in each payday. I did not change my withholding. What happenee? Is it built in to new tax law?

In 2018, the IRS in response to the "tax cut" in the Tax Cut and Jobs Act of 2017, adjusted (reduced) the withholding tables on the principle that if your taxes were going down, so should your withholding.
