How do you get a 1099-R from Etrade?

ETrade should have mailed you a copy of your 2017 1099-R by January 31, 2018. You can call Etrade and ask them for a copy of your 1099-R, or you may be able to log on to your Etrade account and download a copy of your 1099-R. 

You import your 1099-R into TurboTax because Etrade is listed as participating in our TurboTax Partner program.

The broker should have mailed you a copy of your 2019 1099-R by now, or at least made it available in your account for download. You can call them and ask them for a copy of your 1099-R, or you may be able to log on to your account and download a copy of your 1099-R.
