How do I get TT fees refunded when they dont support the form I need? TT advised me to paper file. I pd for efile, not to dwnload forms from VA, do myself and paperfile.

I need VA form 760C to avoid underpayment penalty (I already checked state tax ofc & they said I qualify to avoid penalty with this income annualization form), but TT says they dont support it and I should file by paper! How do I get my money back from TT?
