I meant with the free turbo tax software. Seems like I have to pay additional for claiming it. Can I use the basic and fill this portion out separately?

Yes, unfortunately  you will have to upgrade. But if it is in box 2 for state or local refund, did you use the Itemized Deduction or Standard Deduction last year? If you used the Standard Deduction last year then you do not have to report the amount in box 2 on form 1099-G.

Thanks. that's unfortunate. I had standard deduction and I don't have any amount in Box 2. So this means I cant file unless I upgrade? It said something about filing the basic and then deducting the 1099-g amount from the refund/payment. Not sure what it meant by that.
