How can I create multiple 8606 forms in one tax file? (inherited IRAs need their own forms & cannot be combined w/ traditional IRA 8606 forms.)

I can create another 8606 for the inherited IRA in another set of tax forms, but then cannot file electronically.

You can't.  TurboTax does not support creating a Form 8606 for an inherited IRA as part of the tax file from which you will be filing.  This is a published limitation of TurboTax.  See item 7 on page 1 of the 2017 list of unsupported calculations:
