form 1099R box 9a your % of total distribution has 0 turbo tax will not accept that

Leave the box blank. Box 9a is for entries formated as a decimal or whole numbers from 1-100. No zero's.

People are saying "Leave the box blank." How do you leave it blank when turbotax program won't let you continue without putting a number there? Duh...
