Error 190, after selecting a state

The tax I am trying to amend from 2017 has 3 states attached to it. I only need one state for my amendment. But it keeps giving me the 190 no matter what I do. Do I have to buy the other two states just to amend one state's taxes?

Error 190, after selecting a state

Sorry but to open a return that has 3 states in it you must have a program with all 3 states installed even if you only need to amend one of them.
