Does the Utah tax question regarding Qualified Retirement Plan Distributions apply to federal annuities as far as they're being subtracted from Utah income?

Generally, Utah taxes federal annuities like CSRS and FERS as regular income, so they shouldn't be subtracted from your Utah income. However, you might qualify for a retirement tax credit if you're 65 or older, or younger with qualifying retirement income, subject to income limits.
