Does it matter if the recipient's address and the Box 15 State/Payer's state no. on Form 1099-R are incorrect? It was a total distribution, no taxable amount. Box 7 is G.

The 401k is from when we lived in the Midwest. He had 2 more that he rolled over and our address was updated to our current state. This account wasn't updated. He doesn't think it should matter what state is listed because there is no taxable amount. But after adding the form as-is, TurboTax wants me to file a nonresident return for the previous state. Can I just change Box 15 to our current state's number? Or do I need to go through getting the 1099-R corrected?

Yes, update the 1099R information in TurboTax to your current address and state.  You are correct with a rollover code G, this is a non-taxable event and will not affect your tax return calculations.

If box 14 does not contain a dollar amount (and it should not) the leave ALL boxed 14-16 BLANK.

ANYTHING in box 15 will produce an error.
