Does "Contribute to IRA" mean me PERSONALLY or via/through my EMPLOYER?

My employer contributes some, and I guess I defer part of my income, but "contribute" means above and beyond? I am confused.

What type of employer provided retirement plan do you have at your work?  Most employer provided plans are a 401(k), not an IRA.
