Do I need to report a 1099-b from money that was moved within an account but never removed?

It has ** next to gains/losses which means this information is not being reported to the IRS

you get a 1099-B for taxable accounts, not for tax-deferred accounts like an IRA.

So, report it.

A 1099-B sent to you will also be sent to the IRS.

It doesn't matter what you did with the proceeds.  You have to report sales.  You either had a gain or a loss.
