Do I have to file an income tax return if my only income was from social security

If the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return.

I did have about $3100 interest income in addition to the social security income. Do I have to file an income tax return for this?

That amount of taxable income would not require you to file a tax return.
