In Feb 2020 I received a social security check for back benefits from 2019. Do I claim that as income on 2019 taxes or 2020 taxes?

This amount should appear on your 2020 SSA-1099 (it didn't on your 2019 SSA-1099, did it?).
So report the back benefits when your get the SSA-1099 next year.
