Can I deduct the unpaid storage of my wife’s grandmothers belongings in my garage? Or the uncompensated mother-in-law living in my home taking the entire basement

My wife was her grandmothers pow of attorney for a period of time.  She was kicked out of the place she rented and went to a locked demenchia facility. We have all her stuff from a 2 bed room apt in my garage. Can I rite any of it off?

My mother in-law also lives with us. She doesn’t pay rent or for utilities. Can I deduct the living space she is occupying- 1/4 of my home.

No.  None of that is deductible.  You are clearly aggravated by storing your wife's relative's belongings, but there is no deduction for aggravation.

If your MIL has less than $4150 of income (excluding Social Security)  for 2018 then she could be claimed as a dependent and you would get the $500 credit for a dependent.  No, you cannot deduct her living space.

I think it's his wife's grandmother.

I think he has Grandma's stuff in the garage, and mother-in-law is living there.  And he is unhappy about all of it.
