No, you cannot claim any part of an inherited IRA as a contribution to another IRA. 

 

The person who left you the IRA already obtained a tax benefit when contributing them to their IRA.  Unless you take a taxable distribution from the inherited IRA account, you cannot use them to make a new contribution to another IRA.

you cannot do a transfer.

any part of an inherited IRA you take out, you can do what you want with, including deposit into your own IRA.
