I have both an IRA and a 401K, and reached 70 1/2 years of age in February 2017. Can I aggregate the RMA from both accounts and take it from my IRA without disturbing the 401K?

No, a 401(k)'s RMD is not permitted to be aggregated with RMDs from any other accounts. Each 401(k) must satisfy its own RMD.
