Box 12a has a code and amount and there is a box b that has a different code and different amount. Do I add 12a's code/ amount in the first row then add row and add that?

Yes, you'll enter each of those box 12 codes & amounts into TurboTax just as they are shown on the W-2.  You'll notice that the W-2 entry screen has a separate box 12 row available for each entry.  Just input each code & amount in a separate row.
