No....those are entirely separate entries that are considered separate "payroll" taxes, or FICA.

 

the "Income Taxes Paid" menu line on the Deductions&Credits page can include the total of a whole bunch of fed/state/local  withholding amounts already entered in the Income area,  along with some state and Local income taxes paid during 2019, but "for" your 2018 taxes.  So that total my seem strange.
