Are retirement penalties included in my refund

I owe penalties to the IRS and CA for early distribution of our retirement accounts. Are these penalties included in the balances that are showing under refund and amount due or do I need to pay them separately?

Any penalties for early withdrawal of funds from retirement accounts will be included in the total amount due - you do not need to account for them separately.
