Why is the qualified pension exemption (negative modification on form M) not working for RI 1040 2017?

For 2017, qualified pension income for RI residents includes a reduction in the amount taxable, calculated on Schedule M.  This calculation is not occurring. I am over 65 and should qualify for this reduction.
