My wife had a 403b retirement plan. she passed away in October of 2016. I was the beneficiary.  after all the documents were processed and papers signed, all the funds were transferred into a Rollover IRA with Pruco.  it was all finalized January of 2017.  1) is it taxable?   2) does it now apply to 2017 taxes?  3) did it take too long to roll over?  thank you.

Is it not taxable until you withdraw the funds from the rollover account.  It will not have to be reported (as a rollover, not taxed) until 2017 tax return next year.  You are within the rollover time because it was an inherited pension.  I am sorry for your loss.
