What do I do if I have NO box 16??

If you have no box 16, enter the taxable amount in box 2a of the IRS form 1099-R.

If you have state taxes withheld in box 14 of your Form 1099-R then enter the amount from box 1 into box 16 on the TurboTax 1099-R.
