1099-R Distribution Code 4, from last pension plan payment. Is it an RMD?

My mother died in the middle of August, and the 1099-R amount was the amount of her monthly pension payment, which I received as her beneficiary.   The pension was from the Teacher's Retirement Systems.  Turbo Tax is asking me if this was an RMD, and I don't know.
