I am having the same problem with lines 5-7 where I get an error message that says cannot have state listed twice. I followed the instructions you posted on how to correct and that still did not work. I have even deleted and reentered the entire thing. Nothing works. I still get an error.

Boxes 5, 6, and 7 in Form 1099-NEC are used to list your state tax withholding, your state name and state ID, and the total income received at that state. You should only list the state once with all the corresponding information. If you have an additional state, then you would add that state separately.
If you have amounts for the same state listed twice, then you will need to combine them. Add the state withheld and list it on Box 5 and the amount for state income on Box 7.
I did that and I got an error message with only one line filled out. It kept telling me it needed both spots needed to be filled in. I am working directly in the form at the moment.
Can you share a bit more detail about what kind of information you have in boxes 5, 6, 7 and on each line? Do you have tax that was withheld for 2 different states? Do you have income sourced to one state (box 7) but without taxes paid (box 5) next to it? If I could visually understand what your form is trying to say, I could help you enter it more easily into the software.
