It seems that when you put in your bank account numbers (the bank ID and your account ID) on the 1040 form that T Tax might not send these numbers to the IRS with your return. This works just fine when you are getting a refund, i.e., the account numbers are printed on your tax return.
But, if not a refund, and you print the 1040, these bank numbers are NOT printed on the form. If this turns out to be true that the numbers are not sent to the IRS then many tax filers don't have their electronic deposit numbers at the IRS!
I cannot verify what is sent to the IRS in e filing.

Correct. You cannot submit a Form 1040 with bank information unless you are receiving a refund.
The IRS has created a Get My Payment portal to track the progress of these payments for taxpayers. It is expected to be available beginning April 17, 2020.
