It looks like what I owe from IRS was taken out of my bank account today. Now I am negative. I am currently not working and struggling at the moment due to COVID-19. Is there any way you refund and I can pay later

You will need to speak to the IRS about this. Unfortunately, their phone lines are down right now. Continue to monitor the IRS website to see when they open their phone lines up again.
