Another question, I haven't been back to the U.S. in two years and my family has since moved out of CA. Is that still considered my permanent address if that's the state I lived in when I joined the military?
Yes, the state you were a resident of when you joined the military is your home of record and resident state unless you actually make an effort to change that with finance/legal.
