If I was in stationed in CA while in the military then moved to AZ do I use Texas (my home of record) as 'Previous state of residence'?

Yes, TX is your state of residence regardless of where the military takes you. You are a non-resident for both CA and AZ. You do not need to file either state return unless you earned income outside of your military pay.
