Military member stationed outside California (HOR)

I am an active military service member. My home of record is California. I stationed in Virginia and there is no sourced income in CA.

As non resident without any sourced income, do I still need to file state tax return?

You do not file a California state income tax return since you are stationed in Virginia.  Nor do you file a Virginia state tax return if your only income is military pay.
