It depends. If you went straight from active-duty to school, you are still a California resident. Although leaving the military ends Home of Record, you now are in Idaho temporarily because you are there as a student. Being a student doesn't change your home of residence either. However, if between leaving the military and starting school there was a gap of time long enough for you to establish residency, then you are an Idaho Resident.
Either way, Idaho taxes all of your income if you are working there and are no longer active-duty military. But if your residency did not officially change, then California taxes your income as well, and will give you a credit for the tax you pay to Idaho on your income.
If you are still active-duty, then neither state taxes your active-duty income. Idaho cannot, because only your HOR state may tax your active-duty income, and California decided it will not tax active-duty income for a Californian stationed outside of the state.
