Is there an option for not having changed duty station as active duty military?

I did not PCS, or go TDY i just stayed in NC the whole year but there is not an option for that. Says theres missing info

Yes. You need to provide an answer to that military order question.  Since you were in NC on Permanent Change of Station (PCS) orders, even though you did not arrive there in the tax year, you need to select PCS.  

You were not in NC on Temporary Duty (TDY) orders.
