I was Military active duty in 2019 until end of November and stationed in NC with PA as my SLR. In December I started a job in NC and updated my drivers license to NC as new residence. When I file Fed taxes, do I update my personnel info to reflect my current NC address even though I was in NC just for one month? 2nd question, what about filing my state taxes? Do I have to file one in PA for the time in the service and then another in NC for the state withholdings from my current job for that time?

What you said in your post was correct. You will file two state returns. Both will be part year resident. Your military pay will be allocated to PA, and your part time job will be in NC
