As a military spouse, you are considered to live in your home state of residence no matter where you and your military-member spouse are stationed.
In the Personal Interview, you would list Alabama as your "state of residence", and answer "No" when asked if you "Lived in another state in 2016?"
Your husband would list Texas as his "state of residence", and answer "No" when asked if he "Lived in another state in 2016?"
Unless your husband had "non-military" income in CA, both of you would answer "No" when asked if you "Earned money in another state?"
